Any terrorist attack has three components - manpower, money and logistics. The logistics are a result of the money and manpower. So it boils down to two components. There is no shortage of poor and blind followers in any religion including Islam. Unfortunately, unlike other religions, followers of Islam are willing to kill and be killed. So manpower for terror attacks is never an issue. Point to be noted is that none of the leaders and their kin is actually involved in any attacks. For that, only the really poor and ignoramuses are selected as the cannon fodder. Pakistan and similar poor Muslim countries have an unending supply of Jihadis. What makes Pakistan stand out is that the Jihadis are tools of the Pakistani diplomacy. Since their army / ISI are the real power, there is a ready availability of training and technology. Active and retired paki faujis are doing just that. Hamid Gul is the best example of this. The paki nuclear weapons, the Chinese help at the UN and other diplomatic forums and the created need of the paki help in the war on terror keeps the pakis from facing any real punishment. All this makes Pakistan one of the two biggest problems in the world.
The other aspect of all this is money. This where the Saudis come in. Flushed with petro-dollars, these guys are really as debauched as they come in their personal lives. Even the current king, who is the keeper of the mosques, is known to have enjoyed his youth thoroughly and I don't mean playing golf either! These guys pretend to be open minded friends of various democracies but at the end of the day, they are the keepers of the Wahabi faith and thus a huge problem. Their ultimate aim is the establishment of some sort of a Caliphate and propagation of Islam by any and all means. Since they cannot actively support terrorism like the pakis, they help with the money aspect of the operation. As was realized in the recent wikileaks, Saudi Arabia is the biggest source of money to for all of the Islamic terrorist groups including Al Qaida and Lashkar-e-Taiba. Now the Saudi King can deny the involvement of the royal family but the involvement of a number of royal family members is established including direct involvement in the 9/11 attacks in the US. Other facilities like money transaction by hawala money laundering are all provided by people in Saudi Arabia. To some extent, Qatar, Kuwait and UAE are also involved in the financing of terrorists. This makes Saudi Arabia the second of the two biggest problems in the world.

Her memo urged US diplomats to redouble their efforts to stop Gulf money reaching extremists in Pakistan and Afghanistan. "Donors in Saudi Arabia constitute the most significant source of funding to Sunni terrorist groups worldwide," she said. Three other Arab countries are listed as sources of militant money: Qatar, Kuwait and the United Arab Emirates.
